Can mobiles still be tracked while switched off?

I've heard somewhere that even if your phone is switched off, it can still be tracked. Apparently your battery still runs down even when switched off, how feasible is this? In standby it must take quite a bit of power to be online to the network all the time, and while switched off how feasible is it that the phone can still be tracked. I know now that they can find out your whereabouts down to the nearest cell for obvious reasons, but how can they identify which street you are in as cells can cover up to 2 miles (maybe 4 square miles)?
Would removing the battery stop a phone being tracked if this was true, what do you think?

Nope it can't be tracked when off, although when running a trace, the last cell it was registered on can be found.

Batteries run down because rechargeable batteries lose power over time even when not used. NiMH batteries are particularly bad at power loss (I once read in an electronics catalogue that they can lose about 50% in just 1 week!) but Li-ion are fairly good at holding charge.

Precise locations of mobile phones are determined through triangulation. It's easier to do in cities where there is a high density of masts meaning that your location can be found to an order of tens of metres.
