it happens for all tv shows. You have your overnight ratings and then a week later you get the final ratings, and it is the final ratings that are actually the official ones, not the overnights.
Also iplayer ratings aren't even included in the final ratings, unless via the virgin media catch up option, so god knows what your own about. The final ratings are the overnights tidyed up to match the exact time slot, with those that recorded it or watched it via a catch up service within 7 days of it's broadcast.
Timeshifts for Doctor Who this series have ranged from 1.3 - 2 million, way ahead of anything any other programme on tv can manage, so essentially your whole post is wrong and you show a lack of awareness of how tv viewing habits are changing year on year.
The people that are timeshift viewers are people that consider the show "must see" else they wouldn't go out of their way to make sure the watch it, they just do so at their convince, as will increasingly be the case with tv audiences in general. Certainly they consider it "must see" tv more than the significant chunk of the overnight audience who only watch Doctor Who because, after channel hopping, they watch it because there is nothing else they fancy on at that time. Doctor Who is leading the field in relation to time shift because of the audience demographic it attracts, but time shifts of a million are becoming quite common now for many drama shows. Thats why year on year overnight ratings get lower and lower across the board.
