The minimum contract for line rental is 12 months (actually, it's for BT's Unlimited Weekend Plan which is line rental and free UK 01/02/03 calls at weekends) so you'll have to pay
another £70 if you breach that.
It amounts to spending £194.99 to get Tiscali's services. OTOH, you might be able to
get BT to install for £29.99 - getting that total down to £99.99.
Why don't you get Tiscali to install the line? Like all other line providers (incl. BT Retail),
they can get Openreach to do that. Then you wouldn't have to pay BT anything (although I don't know how much Tiscali would charge of if they'd just come up with the usual "only BT can do that" or "you have to have a BT line first" lies).
