You can never be sure with Dr. Who but am I more sure he won't than he will. No based on anything just not the way i imagine the series unfolding.

OMG I've spent ten minutes trying to see this and I can't!
They may just bring him in for the last few seconds setting up the first of the 2009 specials.
The Daleks return and the Doctor defeats them once again but unknown to the Doctor we the audience see them reporting to Davros just before the credits.
Or if rumours are correct this power behind the throne may be someone else.

well since they didnt start filing the finale till after christmas how will they have included this
I'm not saying that it definitely won't be Davros, I just don't see any reason why it would be other than for the fact that he's not been used yet.

For the last time im gonna say this it wasnt a scene of davros, it was just a shape or image. Ive started a thread about stuff like this so if u want to know more look for a thread made by me.
