Well when the Master turned the TARDIS into a Paradox machine, the universe was always on the brink of destroying itself, but the paradox machine kept this from happening.

The universe is on the brink of destruction again, and thats why the TARDIS is glowing red and the cloister bell is ringing.. just like it did at the end of series 3.
