so House #1 has 1 line- billed totally including line rental by The Utility Warehouse- nothing from BT.

I want to move phone number to house #2 that has inactive phone line and be able to enable tiscali broadband without getting stuck with a BT 12 month line rental.
I've spken to Tiscali and they'll either activate an active clear line or setup an inactive line with a new number, add ADSL and take care of all the billing, they dont have the power to move the number.
How can I work it so that I move the number and not get stuck with a BT line rental bill?
