He was chained in place and had served his purpose and accepted his fate. I don't think the Doctor would have been able to save him, nor do I think Caan wanted it. It is very like the Doctor to offer to save Davvy, and very like him to refuse and escape anyway.

why did caan bring back Dave only to want to see him die again?

Origonally he wanted to save him to bring back the Daleks, but while doing so saw all of time and realized how bad the Daleks where, so set events into motion to destroy them forever after he himself had brought them back.

Reasons why the doc didn't save Caan

1) Caan would give away the ending of Series 5 of Lost.
2) The doc would be embarrassed by Caans ramblings when he invites the ladies in.
3) Caan would be rubbish at Wii Sports
4) Caan and the Tardis would fail to get on
5) Caan doesn't like Saturdays or little shops.
6) Caan would constantly give two hearts doc a detailed rundown of Roses new sex life.
7) Nicolas Briggs would be upping his price a bit too much overbudget
8) Caan thought the doc was a bit untidy leaving a severed hand stuck under the Tardis dashboard.

Caan is a dalek, and he knows now what the daleks do and how much destruction they cause, he probably felt guity about this and felt that all daleks must be exterminated, including himself.

It was caan who led davros to here, that why he said one will die, davros. Caan had seen that daleks can not go on so he made a sacrifice, - would you save some one who killed your family

also he was chained up and another time travel will kill him.

Also davros was using the timelords so can be saved
