Well technically Liverpool did.

But what people miss by just listing the titles is the fact that we also finished runners up in the league 5 times in that period (and never finished outside the top 4), were FA Cup runners up 3 times, got to 3 European finals etc etc.
Not sure I'd use the phrase "totally dominant" myself, but theres no question we were one of the very top teams in English football for the best part of a decade.
