I'm moving house this week, BT claim that the line in my new flat is not theirs, therefore they take great delight in charging me £125 for the pleasure. Is there anyway of finding out who does provide the line to me?

Who owns my line?
depends on the status of the line.
if it is disconnected then the previous tennant instructed bt to carry out a cease.
if so - then you will struggle to get out of the £125 part. Openreach charge BT/Sky/Any Man and His Dog £125 to set up a line.
If the previous owner/tennant was an LLU customer then same applies, to connect the wires back up to a new network (BT or any other provider) will cost £125.
Openreach are an independant company owned by BT, they charge the same regardless and the providers pass on the costs. Having said that, some are subsidising the connection fee (eg. BT Retail were charging £30 the other month, don't know if it's still valid).

Checking the line on SamKnows shows my exchange is LLU, so I guess it's one of those. The line is still active as I was able to miss-call my mobile & ring back.
I have managed to get the discount, so the connection fee is only £30, which is some consolation. BT should waive this charge completely for existing customers who are just moving! grr!!!!

BT WholeSale own the physical line from exchange to premises ie. the cables in the ground, and Openreach are Licensed to run it.
The Line can be 'sold' outright to another company so you are paying them the Line Rental and call costs. BT should be able tell who owns the line and change you back to them at the cost you quoted.
Openreach do not charge £125 to BT to provide the line, Openreach charge £88 to the service providers and then they add their charges on top so the total comes to £125.
