I've never seen this happen. Does it happen with your current phone or has it always happened? What phones does this happen on?

It would suggest there has been a problem with the handover. The phone is still looking for the old transmitter, thinking that it isnt ready to find a new one... Handovers on GSM/UMTS networks is supposed to be done only when absolutely neccessary.
If you call your mobile company with a signal problem, they'll often get you to reboot 10 times or so to force it to find the new one. |

I was wondering whether that might be the case. I've only experienced this once when travelling by train. I can imagine that if you lived in an area on the border of two "cells" it might happpen quite often.
