We don't see every moment of their lives. It's suggested a long time has passed between the Angels and the shop - once he'd seen the Weeping Angels and understood how they operated, I'm sure she'd have explained what happened to his sister. In fact, he's seen Sally's file, the one she gives the Doctor, so he must know all about it by end of play.
