A short while ago the networks stopped allowing calls to these numbers to be deducted from call allowances, however T-Mobile (I have an have an email from them to confirm) have now introduced structured charging for these numbers, starting at 3p/min.
This means companies such as www.juvino.com will allow you to call international landlines and mobiles directly from your handset and be billed by T-Mobile. No card details are needed, Juvino gets a share of the call revenues.
I know that, say, 3p/min to phone an international landline is quite expensive these days, but when you consider that using 18185 from your mobile involves phoning an 020 number (which either costs you, or eats into your minutes allowance) plus costs for the actual call itself, it may well be cheaper do call the 07755 number (which doesn't touch your inclusive minutes, and there's nothing else to pay)
Of course, at the moment I believe T-Mobile is the only operator to have some kind of structuring for these numbers, all the other networks are still charging a flat (and probably a rather large) per-minute fee.
