I'd agree with your second paragraph, but I don't think it follows that there's less likely to be a movie if DT leaves. In fact, he might then become available to play "the other Doctor" in a movie set in the parallel universe.
Reuniting DT & BP on the big screen would be an excellent way of burying the mistakes of the S4 Rose comeback disaster. I'm willing to bet that masses of viewers still want to see these two iconic figures reunited properly and in a manner worthy of their contribution to the series' success. And in forums I see a lot of dissatisfaction with the inexplicable way JE resolved things. The BBC would be crazy not to tap into the continuing popularity of Doctor/Rose, whether SM likes it or not (he will only be responsible for the main series, I believe). Don't tell me that ending didn't have either "spinoff" or "movie" written right through it. Up until the final edit, RTD even went to the trouble of leaving the clone Doctor with a clone TARDIS.
