No it doesn't, students at Uni generally have to buy their own licence - my daughter goes next year, she's already decided NOT to have a licence, or a TV. She's planning watching DVD's on her laptop, and getting us to record any programmes she wants so she can watch when she's home.
Considering how few weeks students are actually at Uni, why don't they do a cheaper licence for them? - why should they have to pay for the many weeks they aren't there?.
