What gets me about this though is that he is here because of fan hype...the exact same reason (albeit in a different form) as Tokio Hotel are there. The fans clubbing together and voting in their masses. Does anybody care about that?

Apparently Bob Geldof thinks this is an outrage

It started weeks ago on the Foo Fighters website, I think. There's a Facebook page about it too. It's fans doing it, no industry conspiracy. It's just ordinary people who have gone and voted for Rick at the same time as making "proper" votes for their favourite bands ... and it's actually worked. MTV are allowing it because they didn't put any limitations on who could vote, ergo they've permitted this to happen. Rick himself is a bit ticked and is avoiding the whole issue because he thinks it's a joke - he doesn't realise it's affectionate.

If Rick loses, they should Rick Roll the winner, when they get their award.

Who is Tokio Hotel? Never even heard of them! And they're up for best act ever? How about most unheard of act ever?

There from Germany and had 3 albums, There last one was released outside germany and they've got quite a following in America which is why they won a VMA the other day.
