I'd assume he is just prioritising. Acts signed to Syco Music are always the most important and then acts that might boost the ratings (Mariah, Britney, Kylie, Take That etc). He doesn't really gain anything if Christina sells well. Not that RCA Bosses won't be asking him for a slot, of course.
I think there are still some slots available, so she might get on.

The demographics are significantly different. For the last show (on Sunday), X Factor had 2.4 million viewers aged 16-34. Strictly had just under 1 million. Even though they aren't a big percentage of the audience, it is still a decent number, similar to Coronation Street.
