Unless the tv is old its unlikely to need any changes- it should switch to NTSC automatically.
Settings on your dvd player will depend on what make it is.
The video output usually has options for PAL/NTSC/AUTO.
Best quality will be achived with AUTO setting.
If your tv is old and the NTSC is black and white you can change the output to PAL.
If the player is a budget model it may not even give you these options and will only play a PAL format conversion which wont be quite as good quality as NTSC.
Some models of Toshiba (not sure about others) come with the video preset to PAL and will simply eject an NTSC disc.
If that happens you need to change it to AUTO.
