The BBC
could pay pro dancers a MacDonalds scale of salary at £6 per hour (Nicole and Flavia were reported as saying the Beeb already do, considering the 100 hours per week they put in), and transmit MacDonalds quality.
But the BBC is not like any other employer. They were founded on a charter to uphold standards of information, arts and entertainment for the nation, not to maximise profits. Their income does not rely on the vagaries of advertisers. The United Kingdom until 15 years ago happened to be the world leader in ballroom dancing by a distance. Thanks to the demise of Come Dancing and no thanks to the BBC, the rest of the world caught up with the UK then galloped past us.
The Beeb does not stoop to Big Brother -- yet.
