If you rent a premium phone number service then the income generated over and above an agreed rate belongs to the company renting the numbers/lines not the phone operator itself.

Say for example the national evening rate is 5p per minute minimum then the BBC is earning 10p for every viewers call while BT will pocket 5p plus the rental income. So yes the Beeb will lose an amount of profit from lower votes.

More importantly though, they will lose viewer investment in the show. SCD relies on a format whereby the public feels it is involved with the outcome of the show. If the viewer no longer trusts this to be true then the format doesnt work. Paradoxically this is the same for voters and traditional non-voters alike.

The BBC is not allowed to make any profit from phone calls. The money goes to the company running and administering the system.

Who told you that? Just because the Beeb is a publically funded channel it is still a profit-making one.

This is from the Ofcom site re: 090x numbers, Ive bolded the relevant bit .

a supplement for the service provided: this sum, collected via the telephone bill, is paid to the company which has provided you with the service (information, trouble-shooting, competitions, sex lines, etc).

Ofcourse you can find out how premium numbers work on any site offering them - in SCD's case this is BT.
