Isn't this a slip? I thought the whole point was that phone votes were not allowed to be paid to a charity without the permission of the phone voters. As calls cost more when donating to a charity, it would only take one or two people to complain that they don't want to give to charity for the whole thing to be taken to Offcom again (It is Offcom who deals with this, isn't it?). Therefore no charity benefits from the phone in votes as the beeb don't want to run foul of Offcom again. If they intend to refund phone vote charges, then presumably the beeb think that they're likely to pay more in fines than if they repaid the phone charges.
