Whether "milonga" = "tango" is a matter of interpretation, I think; it all depends on your point of view.

But yes, Milonga is on the beat, Tango is more interpretation.

To me, Vals is more Tango-like than Milonga, but that's again probably just personal preference.
I'd love to see a Vals demonstration on SCD - that Milonga was pretty damn good.
