That's because network execs know about calls and were (some still are) resistant/unimaginative to other uses of phones. When 3G was planned, the first thing they thought of was other ways to make a call.
It didn't seem to cross their mind that many circumstances when you use your mobile are innapropriate for video calls. and holding your phone in front of your face is hardly practical in many circumstances.
