I'm afraid not. It's very much built-into the hardware, either your phone will have a radio or it won't.
As for the 6100 vs 3650 debate, on paper the 6100 is old technology (Series 40 / NOS) whereas the 3650 is new technology (Series 60 / Symbian OS 6). Series 40 handsets are a lot less demanding on the hardware which is why they are (at the moment) a lot smaller. This won't be the case for much longer though. Also, as has already been said, you do get the reliability factor given that Nokia have been releasing phones based on this O/S for donkey's years.
The 3650 is a very nice handset, quite a big improvement on the 7650, which was incidentally, the first ever Symbian mobile to run Nokia's Series 60 UI. Having said that I will fully agree with anyone that says the 3650 looks a bit like a fisher price phone, and Nokia really did do themselves no favours with that wacky circular keypad. If you want a Nokia smartphone that's not like a breeze block, then I suggest looking at the 6600, runs Series 60 v2 on Symbian OS 7 and it's a big improvement in both software and form-factor (i.e. it's smaller).

Or if you want something a bit different why not look at the Sendo X, which runs Series 60 (version 1 I think). A very nice small & lightweight camera-phone from a British-based manufacturer. Wooo!
