Phone only rings once

Can anyone please give me some advice. I don't want to call BT out, if the problem is the internal wiring as I know they will charge me.
Just before Xmas, one of my phones started only ringing once and the other phone stopped ringing completely. You can still answer calls as long as you hear it ring! It is fine making out-going calls. I have bought 2 new digital phones, but neither of these ring at all.
I have a socket in the hall, which I don't think is a test socket, but it is the one which comes into the house from outside. When I plug my cordless phone in, there is no dial tone, when I plug a corded phone in, it just constantly rings!The only other thing I have plugged into the socket is broadband.
Any ideas if this a problem which BT should resolve?

I had the same problem in November.
It turned out that rain was getting into the box outside my house where the wires connect from the post in the road.
I was charged (£99) when the 1st engineer called and couldn't find the fault and said everything was ok.
When I requested another call out the engineer found the fault (It was raining) I was billed another £99.00.
After many phone calls they offered to credit me £99.00 for goodwill. I refused, saying the fault was there when the first engineer called. To cut a long story short they finally gave me a credit for the full amount.
It was thanks to "openreachpeep" and his advice about the problem that made me force the issue.

If you look in the first couple of pages in your phone book there is a guide on how to identify your main tele socket and how to isolate the line from your internal wiring if you do this and try with 2, preferably corded phones and the fault remains you should be able to report the fault to openreach without fear of being charged
you can test your line (if you are a BT customer) from BT's website if the fault is present it can make a educated guess where the fault is....or call them and ask them to test the line etc...you dont get charged for calling just if you ask for a visit and the fault isnt on the openreach line...
although with intermitent faults it can be dodgy because if the line tests ok but the end user asks for a visit anyway and no fault is found then charges can be raised, first thing to do is unplug everthing (broadband,sky, all extn sockets etc) and try with a known working phone in the main socket
(in the test socket if you have a NTE5 type master)

Thanks both for your replies.
I will check the phone book to see what that says. I have already done the online phone line check and that came back to say all was OK.
What confuses me is that the main socket appears not to work at all, but another extension does (well I get a dialling tone at least)
