Seems rather strange. But then what were the alternatives? How would this be decided if it happened here?
Two candidates in the Philippines who got the same number of votes in a local election have settled the issue of who won by tossing a coin.

Probably a smere campaign by their opposite number.
Either by drawing lots or tossing a coin. It has happened many times.
This seems to be a better way of deciding the Scottish elections after the farce we had to endure with the spoilt ballot papers.:(

I'm not sure why, but I find that really surprising. I just thought there would be some other way of doing it better. Not that I can think of one!!
