I'd have to say John Molar, a character played by Richard Burton in the film 'The Medusa Touch' (1978).
The final scene still gives me goosebumps thinking about it now.
I couldn't say if it's the scene itself (a close-up of Richard Burton's eyes while hospital machines go mad in the background) or the Windscale reference (remember when Sellafield was called that?).
Agreed,Salem's lot and the gruesome Mr Barlow and the vampires too. Why do films like that not get repeated more often?
I agree. If it was shown they'd probably put it on at 2am but I think with a couple of promotional adverts I think for nostalgic reasons it could pull in quite an audience at prime time, especially for parents showing their kids what frightened them when they were younger.

They should stick it on Syfy. Some of the films on there are crazy, such as Dinoshark and the like. :D
I was always creeped out by the mutant Dr Channard in Hellraiser 2.
I can't bear him though, especially when Pinhead and his other Cenobites look like they are about to rediscover their human past lives. Then this revolting guy floats on in out of the shadows and ruins it all. Grrr! What a different turn the overall plot could have taken had he not interrupted. There probably would have been no more films, but the franchise and Pinhead completely lost their soul, and my interest, from then on so I would have liked to see that.

More recently, Simon from Session 9, even though it's just a voice. Gives me the shivers.
really? I found him rather cute.
anyhow - scariest? Mr. Barlow from Salem's Lot
creepiest - any of Tom Cruise's characters.
Qing in Blood Ties (2008) - trailer http://www.youtube.com/watch?v=qb6knAxAViM
the little demonic girl in Phone (2005).
For me it's Henry Kane from Poltergeist. "Let me in!"
He used to freak me out so much. I love it now though I've even taught my two year old to say "ice cream, lollipops" in that creepy voice!
Ray Liotta in 'Something Wild'
Cute? Even though he was bragging about getting a little girl to 'cut' her family?
"I live in the weak and the wounded, Doc."
*shudder*
. They are terrifying!

I'd like to add
Mick Taylor from Wolf Creek
And Mike Myers' " Cat in the Hat" - that just weirds me out.
