Is she still under investigation by the police? If so I assume she wouldn't be allowed for legal reasons though I'm no expert.
Though it would be a Big Brother first if she was dragged out of the House under police arrest.
If the police investigation finishes by exonerating her then she may do Celebrity Big Brother or I'm A Celebrity... in the future, but this is far too soon.
Her loyalty is to Rupert Murdoch - once this all blows over I expect she will be back working for him in a few years. She wouldn't put that at risk for Desmond and CBB.
People who go on CBB are generally out of work (resting), need the money, are trying to resurrect a failed career or are only famous for being famous.
Her and Ross Kemp please. And maybe a random prostitute.
Hells! bells! why not her and rupert murdoch himself!
After all by the time that everyone who has ever been hacked by his corporation sues he'll be skint and desperate for a bit of ready cash.;):D

She's trying to keep a low profile for obvious reasons.
She would find it a humiliation to be a contestant after being in a position of power.
She was reported to have got a £3.5 million payoff from News Corp.
It would be completely absurd from her point of view to do it.

Rebekah, you have been arrested. Please leave the Big Brother house.

She fails on two counts.
