I think it's a Fast Forward. They've done this before. You try for the FF to go straight to the end of the leg of the race if you pass it. Once before a couple had the shave their heads and both the man and woman did it, and they won the whole race. I loved them!
So I think Brendan and Rachel decide not to do it and leave the FF and finish the rest of the tasks.
