The head to head is only between the two sides involved and as it was a draw between England and France it wouldn't have been used to sort out Group D. It would've been decided on goal difference instead.

People are just saying England didn't play well. A draw against a France that is not all that great at the moment, struggled to beat Sweden and were extremely lucky Ukraine simply can't finish. First half vs Ukraine was embarrassing.
