It's hardly "at the expense of the license payer" - it's one of the world's most watched and successful shows - a large proportion of each episode is not funded by the license fee.
If Jonathan Meades were to do a show, it would probably cost more as it wouldn't have the same resale value,

It does what it does quite admirably (it doesn't claim to be something that it is not), and the mere fact that people continue to watch demonstrates that is it far from a waste of airtime as far as they are concerned.
You've found the solution that suits you - you don't watch it. Others who DO enjoy it choose to watch.
A simple solution.

So you want a return to the William Woolard period Top Gear then? Well that style of presentation was what got Top Gear cancelled in the first as it was so dull and worthy that no one watched it. Just because you want to watch a certain style of TV programme, it doesn't mean that anyone else does.
You don't seem to realise that Top Gear is essentially a sitcom that happens to feature a few cars. It's an entertainment show not an educational one.
