If they do not have any money in the prize fund and they get 0, they do not get a lower offer. They have the choice to stay at 0 or take the higher offer which is usually just £10k.
I can't think of anyone who has actually got out when in this situation (I'm talking of the 2-3 odd people who were in this situation).
In earlier shows there was no such thing as a minus offer - I think Mark was the first to offer one and Bradley was quite surprised. So back then there may well not have been a lower offer if the contestant scored zero. However, nowadays the lower offer would be a minus.
Edit: just re-read your post and realised you put "if there is no money in the pot". So ignore my post, sorry! (Although there is the possibility they may still get a minus offer if they are not the last contestant.)

Difference between the 2 is Chasers have to think quickly, you saw how many times Shaun knew the answer after he got it wrong. Eggheads would be dithering and would quite honestly be hopeless, none of them could answer as quick as Anne does. But i'd love to see it just to see Daphne get flustered and worked up.
