If I remember rightly its similar as on android when you receive updates to the phone. Apple controls the base look and feel and carriers can add optional extras those enabled by software updates. Stuff like 4G enabled or HD Voice or Tethering/Hotspot for instance.
Shouldn't take long for that to be released but it not a simple sim update.

Btw Three website update tomorrow. New 4G logo like i mentioned (should be live tomorrow).
Unless I reading Three's blog right it sounds like they planning to launch 1800MHz and 800MHz in December. Also sounds like tethering is remaining on the one plan.
Edit also sounds like they have the list of 50 cities by end of 2014 I hope that gets published eventually would be nice to see.

There are 69 official cities in the United Kingdom (51 in England, 5 in Northern Ireland, 7 in Scotland and 6 in Wales)
According to three's twitter account they will be using 1800mhz and 800mhz
Most likely that's just a statement based on what they've been told to say (because technically it's true). But they won't be launching on 800Mhz this year.
Good joke but we all know that not happening as Vodafone themselves said that they were waiting launch 4G for around when it was due out. Plus with massive debt that O2 is in specially if they planning buy out E-Plus there is no way they could even afford it.
