So Rockstar are thinking of ideas for GTAVI. Here’s mine, which unsurprisingly features a return to Vice City.
CITY(S)
Vice City, Cuba*, Mexico*, Bahamas*. *=Based on these. All reasonably close, accessible by water/air. Vice City is an expanded version of the original Vice City much like V features an expanded Los Santos. Surrounding areas are all there, including marsh land and countryside including Shady Acres retirement home. Cuba is a fairly small island with 1 city, Mexico is a land mass (although an island for purposes) with lots of desert and smaller towns, around a fairly large city, the Bahamas a series of luxury islands and expensive condos.
STORY & ERA
1988/1989. The game follows 3 players in another Scarfacesque story. 1 character from Mexico fighting to get his gang noticed in the drug trade, 1 character from Cuba who wants a fresh start in America and 1 character from Vice City who works for the Vercetti Family. The story revolves around the dying cocaine empire and the introduction of heroin into the streets of Vice City putting a cosh on Tommy’s empire. All 3 characters help Tommy to stay afloat, before moving on to bigger things, culminating in mansions in the Bahamas.
CHARACTERS
Tommy is back but only as a boss, and not killable. Cortez and Mercedes would make an appearance as would Ken as fairly heavy characters. Other old faces would be Love Fist who are bemoaning the new love of grunge, Big Mitch Baker, Kent Paul with his new grunge band, Candy Suxx and the porn baron, but these would have minor roles. New faces would be the rival Mexican drug gang supplying the original heroin, Mitch’s Biker Gang now bad (Mitch would die), Cuban government officials, and shady USa government officals looking to bring down Tommy’s empire.
MUSIC
All the stations from Vice City, but with updated tracks to reflect the new era. V Rock will be deemed “uncool” but will still focus on the 80’s glam metal scene. A new rock radio station similar to Radio X in San Andreas will launch with a more grunge/alternative feel from the early days of the scene, and ideally a classic rock station similar to K-DST too.
THINGS TO DO
Aside from the usual things, I’d like watersports to be a big part. Boat races, jet skis, etc. Golf would be in, with Leaf Links and the Bahamas both having courses. A bit grim, but serial killer side activity would fit, as Miami is the serial killer capital of the world (plus there is the whole Dexter thing). Whether we solve the crimes, or have a character that is a serial killer I’m not sure. Drug smuggling from Cuba/Mexico to Vice City would be a levelled activity, with each level the run being harder and harder.

The trouble with games set in the present day is that it is practically impossible to gauge how things will be in advance. Music wise you're always going to be out of date for example.
Part of the reason Vice and SA were so well received was due to the nostaligia factor, and then sense you got of being back in the 80's/early 90's.
Firstly great ideas,I would be surprised if seom of the ideas you mention are not actually in the next GTA game.
In terms of story, Rockstar doesnt do the same thing twice, each GTA while being similar in premise (sympathetic character doing unlawful / evil / terrorist actions to gain money to take them from nothing to someone important) all the stories are different and seperate.
In GTA VC they have already done the 80's scene and have already mined the Scarface/Miami Vice/80's movie references.
Rockstar are very selective and smart about which era and what story they want to tell so would avoid repeating themselves.
The GTA universe is so large and adaptable that it wouldnt surprise me if the next game is future/near future based with their unique take on how the GTA universe would evolve into.
Rockstar only release these games every five years or so and with V only being just released and all the DLC to put out, we are looking at early 2017/18 before the next proper GTA sequel.
Scarface has been done already with vice city, I'd like the next game to based loosely on the favourite gangster movie 'Casino'. Buy your own casino and perform 'oceans 11' style heists on other casinos.

The first half of that was set in 1978, and the second half set in 2006, with a prequel (for PSP only) called Driver '76.
That isn't a new idea though. The city of Las Venturas featured in GTA San Andreas is based upon Las Vegas.
Having said that, since Los Santos returned for GTA V, Las Venturas could just as easily return eventually.
I honestly don't know what to suggest, Vice City was great but V captured most of what people loved about that game and so much more besides. I think overall I prefer the city setting to open countryside, GTA III had a fantastic atmosphere, as did GTA IV. They were both very different to 5/VC/SA, way more grimy and I'd be happy to go see the series go back down that route for the next installment, only with the added realism of next-gen graphics, physics etc
They're just against doing the same storyline/premise throughout.
I would love a Vegas version with emphasis on heists on casino's, building your own empire on 'The Strip' whether that be hotels or casinos etc to make money... as well as everything else that makes a GTA game with missions all over the place, the vast desert land with the nature, water activities, flying etc.
Vice City is a very obvious choice and one I could just as easily see them going back to, to make a "current day" Miami.
However, with it being a 'next gen' release and their first big next gen release, I wouldnt be surprised to see a completely new city created by Rockstar, or even multiple city? The three characters could all start seperately in different cities/states before ultimately linking up throughout the story... the scope could be massively different on the next-gen consoles
Yeah, I would personally expect the scope to be less, in a similar way to GTA III & IV and I'd be happy with that. I think GTA VI will be more reliant on the next gen tech and new graphics engine to provide a fresh experience rather than game design as there's very little they haven't already covered.
It's really always been that way and it's what elevates the series to the next level. Every game has pushed the host hardware and for it's time could be considered realistic. I truly cannot wait to experience a new level of immersion, detail and depth to physics with GTA VI.
They should only have a female protagonist if there is a good story for her, not just because people think it should be female.
I'd like to see a GTA set in Tokyo though.

Setting: San Francisco, 1978
Of course, San Francisco would be San Fierro. I would take the game away from the contemporary setting...we've had two in a row now filled with mobile phones, and internet and the like. I'd probably go for late 70's or early 80's San Fierro.
You would of course have San Fierro as the main city. Like GTA5 I would once again include the surrounding countryside - only this time that doesn't mean deserts and mountains as much as grassy meadows and redwood forests. In addition I would have suburban towns... nowhere near the size of San Fierro, but an indication that people DO live out here.
Overall I'd make the map about one-and-a-half times the size of the one in GTA5. I wouldn't have so much explorable ocean this time around either, and would instead use that extra memory space to expand the size of the forests... just to give the city some perspective. I would make the city a bit bigger, and of course it would be a lot denser than Los Santos was.
Character-wise I would develop upon the idea of the switching-protagonists from GTA5. This time I'd have just two main characters instead of three... for a tidier storyline mainly, but also perhaps so we can witness them meet and tell THAT story. I'd have a man and a woman... perhaps even a criminal couple or something - in which case I'd probably end up going for a tragic ending where the player has to choose which of them dies or something
I'd like a completely new city/state but I wouldn't know what to suggest really, since it's about big crime, heists, gangs etc, it's not really going to go far if it was set in say North Carolina. Unless they change it into a completely different direction somehow. They've covered allot of the timelines as well, I think if you go any further back you could go into the prohibition era in Chicago but that would make it a different game, similar to GTA but different (like RDR). I suppose you could do a 60's one with an up and coming mafia hood (I know, I know, mafia stuff has been done over and over.), kinda like a young John Gotti working his way upwards, or maybe even a female criminal as the main character.
To sum up: I don't know.

like have the story through an entire career of criminality ..... set in smaller setting throughout the world?

MAYHEMmode - basically a free for all
MISSIONmode - where you do missions
MATCHUPmode - all the deathmatches and races
and hopefully some sort of CITY DESIGNER, to fit in with the idea of having smaller landscapes in the game
oh and CUSTOM SOUNDTRACKS too .....
that'll be 3 billions pounds please!
