Welbeck will never be an assured, accomplished finisher, as far as I can see. He doesn't have the composure, and doesn't seem to have the nous to select the correct shot for the situation.
However, he has pace. Something which is sorely lacking in the current United forward positions. He does have other attributes which are desirable, as well.
My overriding conclusion is that he's an above-average player, but will never be good enough for United, especially in the centre-forward position.
From my outsider view I don't there's that much difference between Danny's Welbeck and Sturridge.
It doesn't help that the majority of Welbeck appearances for Man United have been in midfield. Any chances he gets from those positions he's generally not taken them, but given a decent run at centre forward he actually effective.
Obviously he's behind RVP and Rooney in the pecking order, but his best position is up front. If he's given the chance to play in that position and improve his decision making process he can be a very good striker.
I don't think he's awful and I don't think he's spectacular.

Until 2013 Sturridge's goalscoring record wasn't anything to write home about. He finally got the chance to play in his preferred position for a decent amount of games and showed that he is a good striker.

I can see what you're saying, but I believe that the improvement in Sturridge is because his general decision making needed work, until recently. Even now, he shows flashes of holding on to the ball a bit too long, but this is less of a problem when playing as the focal point. His finishing ability has never been in question, for me.
In contrast, I think that Welbeck's general decision making is pretty good.
Welbeck is a funny one, in the sense that he did quite well during his loan spell at Sunderland, so the talent is there within him, just that he doesn't show it on enough occasions for him to be anything other than a squad player at best with us.
If he wants to leave and try his luck elsewhere, then so be it, I will wish him well, and say thanks for the memories that he made with us.

Think you will find though that most of the players we are linked with is just paper talk think it would have been harder attracting players with no Euro football if Moyes was in charge, but we the manager we have now its a different matter.
As long as we have a good idea of the players than van Gaal wants, and are doing our best to get them, then the rest is just hype by the papers.
