Don't know why they're making such a big deal about him playing for man city. Its not like he's gonna play that much maybe a few league and fa cup games but he won't be playing against chelsea so I don't know why its such a surprise. Its basically just to keep fit like beckham did.

Yes, "fair play" means "what can we get away with" to the money men who run City.

I don't see Lampard having any significant impact at City. It's clearly just a fitness thing.
As for the wider argument, I'm pretty confident that UEFA would shut down any attempt to circumnavigate FFP in this way. If only because it would make them look extremely foolish.
