There is no way anyone who has dealt at the third offer for £20,000 with the top four boxes still there would play Box23,nor should they.
I would not play Box23 for £20,000 myself. It is a dead even gamble. You have no edge. You are going to double your money,win ten thousand,get it back,lose ten thousand,or lose it all. So if you go for it,you really are just gambling for the sake of it when you don't need to.
It can't be a spanking in both the following situations i.e.
A £20,000 Deal at the highest offer of the game, then Box 23 = No Deal with contents of +£10,000.
£100 winnings in a weak game with the highest offer of the entire game being £4,000, then Box 23 = Deal with contents of +£10,000.

Personally I regard whether or not a win is a spanking as irrelevant and of no interest. I doubt the Banker takes much interest in whether or not he was technically "spanked" either.
If I went on DOND,refused all deals,and had a hundred thousand pounds in my box,and then (correctly) refused Box23,and it was +£10,000,does that mean I didn't technically "spank" the Banker,because I could have had £110,000 if I'd played Box23? Does it matter?
I've still got a hundred thousand pounds of his money.
